I think the 'hurdle' understates things.

The gap between those who 'mine' for insights and those who have to do something about it is a large part of the problem.

The real deal is surely that "insight" as we call it is better understood not as a theoretical thinking thing at all but as an opportunity identified that we can actually do something about...(if it's not one we can do something about it's not an insight for us...)
